Strange insect in yard, very small, didn’t bite.?

I live in Southwestern Ontario along Lake Erie. We have sandy-loam soil, and it’s typically a little warmer during the summer, although the lake breeze keeps it nice.

I was outside sitting on the lawn this weekend & felt my skin crawling. There were tiny insects (less than 2 mm) crawling all over my skin. I know it wasn’t ticks or fleas. I’ve seen them before.
I know we have black ants, red ants that bite, too wet for fleas & termites. I have no clue what these were. The only thing I could see was rusty coloured wings. I was thinking they were baby carpenter ants by googling them, but everything I read about them say they are 1/4″. They move quickly and move like ants. I don’t think they bit me, but just felt creepy. I only felt this while being outside. I also know what spider mites are, and these weren’t them. These were 2x the length.

Any ideas???

    could they be midges? last week midges came out but they look more like mosquitoes

    I live along lake erie in PA and these insects last about 5-7 days and is found along the lake shore

    if they are midges they are harmless
